Meet Our Mayor

Rick Disney

The office of Mayor is currently held by Rick Disney. Mr. Disney was the President of the City Council. He assumed the office of Mayor when Carrie Lemke resigned in the Spring of 2025. The Mayor is elected at large and the position is a 4-year term. The Mayor presides at all meetings of the City Council and may vote when his or her vote shall be decisive and the council is equally divided on any pending matter, legislation or transaction and the Mayor shall, for the purpose of such vote, be deemed to be a member of the Council. The current Mayor’s term will expire December 2026.


Meet Our City Council

The City Council of the City of Superior consists six members who are elected by ward on a nonpartisan ballot. There are three wards in Superior, Beaver I, Beaver II and Beaver III. Each ward has two members on the Council and they serve a term of 4-year terms.

  • BOARD OF ZONING

    Responsibilities:

    To hear and decide appeals where it is alleged there is an error in any order, requirement, decision, or determination made by an administrative official or agency based on or made in the enforcement of any zoning regulation or any regulation relating to the location or soundness of structures.

    To hear and decide, per the provisions of this Ordinance, requests for interpretation of any map, or for decisions upon other special questions upon which this Ordinance authorizes the Board to pass; and

    To grant variances, where because of exceptional narrowness, shallowness or shape of a specific piece of property at the time of enactment of this Ordinance, or because of outstanding topographic conditions or other extraordinary and exceptional situation or condition of such piece of property, the strict application of any regulation under this Ordinance would result in peculiar and exceptional practical difficulties to or exceptional and undue hardships upon the owner of such property, to authorize, upon an appeal relating to the property, a variance from such strict application so as to relieve such difficulties or hardship, if such relief may be granted without substantial detriment to the public good and without substantially impairing the intent and purpose of this Ordinance.

    The Board of Adjustments is an advisory board composed of five (5) voting members and one (1) alternate member appointed by City Council to serve a three (3) year term. Any citizen located within the City of Superior’s one (1) mile extraterritorial jurisdiction is eligible to serve on the Board of Adjustments.

    Agendas are available on Monday before all Planning Commission meetings. Minutes are available after they have been approved.

  • BOARD OF HEALTH

    Responsibilities:

    The Health Board enacts rules to safeguard the health of the city's people, may enforce them, and provides fines and punishments for violations thereof. The Board may regulate, suppress, and prevent the occurrence of nuisances and enforce all state laws and city ordinances relating to nuisances or matters of city sanitation. The Health Board may also inspect such premises as the City Council may direct and be responsible for making such reports and performing such other duties as the City Council may designate.
     

    Members serve a one-year term and are appointed in December of each year.

    The Health Board meets on an as-needed basis.

  • LIBRARY BOARD

    Responsibilities:

    The Library Board governs the Library, recommends candidates for hire to the council, and approves claims.

    Members and Meetings:

    The Library Board consists of five members appointed by the Mayor for a four-year term and meets on the second Tuesday of the month at 5 p.m. at the Library.

  • PARK AND CEMETERY BOARD

    Responsibilities:

    The Board is responsible for overseeing all parks, swimming pools, and cemeteries, and for establishing appropriate rules and regulations for their management, use, and operation.

    Members and Meetings:

    The mayor, with the approval of the City Council, appoints the Park and Cemetery Board Members in September of each year. The members are residents of the city and serve 3-year terms. The meetings are held on Wednesday evening before the first council meeting of the month at 5:00 p.m. at the library.

  • PLANNING COMMISSION

    Responsibilities:

    The focus of the Board is to develop, adopt, and update the Comprehensive Plan and other policy documents for the Commission’s jurisdictional area. These policy and implementation documents address a range of community issues, including growth, development, and land use. The Planning Commission has final authority over all Conditional Use cases and forwards recommendations to the City Council on all rezoning cases and regulatory amendments.

    Members and Meetings:

    The Planning Commission is an advisory board composed of seven (7) voting members and one (1) alternate member appointed by the City Council to serve a three (3) year term. Any citizen located within the City of Superior’s one (1) mile extraterritorial jurisdiction is eligible to serve on the Planning Commission.

    The Planning Commission has final agency authority on numerous land use applications, as well as acting in an advisory capacity to the City Council on various other land use matters.
